The April 2007 draft report of the Commission on the Social Determinants of Health suggests that social cohesion/social capital acts as a crosscutting determinant between structural and intermediary determinants.
In the context of the "Collaboration and Partnership: Key Strategies for Public Health" session, Val Morrison from the NCCHPP presented a case study of a community organization (Quint Development Corporation) which does indeed intervene in both fields, but which cannot do so alone. The presentation showed that the approach favoured by many organizations which focus on community (economic and social) development cannot effect lasting change on the structural determinants of health without the support of strong policy initiatives.

This case study is part of a broader project which examines the policy-influencing practices of community organizations in their attempts to create change in local communities.
