This document presents a description of the five key frames used respectively by Quint Development Corporation and the Saskatoon Health Region in discussions of the communities, particularly the city’s lowest income neighbourhoods, they serve.

These frames orient their definitions of the populations they serve, the key problems and their determinants as they see them as well as the main approaches to resolving them.
